CBI REGISTERS THREE CASES RELATING TO ALLEGED IRREGULARITIES IN THE IMPLEMENTATION OF NATIONAL RURAL HEALTH MISSION (NRHM) FUNDS IN UTTAR PRADESH AND CONDUCTS SEARCHES

           The Central Bureau of Investigation has registered three more cases on the basis of on-going Preliminary Enquiry into the matter of execution and implementation of National Rural Health Mission (NRHM) in Uttar Pradesh. CBI had earlier registered five Preliminary Enquiries in pursuant to the order of Hon'ble High Court of Judicature at Allahabad, Lucknow  Bench on 15.11.2011.

 

           Searches are being carried out at 44 places in six cities of UP i.e. Lucknow; Moradabad; Varanasi; Muzafarnagar; Kanpur; NOIDA and in Delhi.

 

            The first case refers to alleged criminal conspiracy amongst officials of Department of Health and Family Welfare, Govt.of UP; officers of UP Processing & Construction Cooperative Federation Ltd. (PACCFED) and Directors of three private firms based at Moradabad & Gajraula (all of UP). The allegations relate to award of contract of upgradation of 89 district level hospitals involving an amount of Rs.89 crores. The estimated loss to govt. exchequer is around Rs.25 lakhs per hospital. On the basis of payment made so far, estimated loss caused is Rs.5.89 cores(approx).

 

            The second case has been registered against officials of Deptt.of Health & Family Welfare, Govt.of UP; the officials of  UP Project Corpn. Ltd. (UPPCL) & the Directors of 3 private firms based at Ghaziabad, Kanpur & Noida (all of UP)  and other un-known persons. This case relates to award of contract of upgradation of 40 district level hospitals in UP on the basis of forged/bogus documents and/or by paying illegal gratification to the concerned/servants of Deptt.of Health & Family Welfare and UPPCL, Uttar Pradesh. It was alleged that wrongful loss to the extent of Rs.25 lakhs per hospital was caused to the government exchequer in the said contract in this project of Rs.160 crores. On the basis of payment made so far, the estimated loss caused is Rs.5.84 crores(approx.).

 

            The third case relates to alleged irregularities in the work related to installation & related civil works and also renovation of toilets in various hospitals of UP. This case has been registered against the officials of Deptt.of Health & Family Welfare, Govt.of UP; officials of Uttar Pradesh Small Industries Corpn. (UPSIC); 3 other private firms based at Kanpu r(UP); 3 private persons and other unknown persons. A wrongful loss of Rs.3.5 crores(approx.) to the government exchequer is alleged to have been caused as per estimates on date in the award of this contract which was given at exorbitant rates in a pre-decided manner.

 

            CBI earlier registered 05 cases on 02.01.2012 in connection with alleged irregularities in NRHM funds implementation.

 

            Further investigation is in progress.
