CBI ARRESTS THEN PRINCIPAL SECRETARY, HEALTH & FAMILY WELFARE OF UTTAR PRADESH GOVT IN AN ON-GOING INVESTIGATION RELATING TO ALLEGED IRREGULARITIES IN THE IMPLEMENTATION OF NATIONAL RURAL HEALTH MISSION (NRHM) FUNDS IN UTTAR PRADESH

            The Central Bureau of Investigation has today arrested the then Principal Secretary, Health & Family Welfare of Uttar Pradesh Govt. in an on-going investigation relating to alleged irregularities in the implementation of National Rural Health Mission (NRHM) Funds in Uttar Pradesh.

 

            A case was registered on 18.01.2012 U/s 120B r/w 420, 465, 468, 471 IPC and Section 13(2) r/w 13(1)(d) of PC Act, 1988 against the then Principal Secretary, Health & Family Welfare, Govt. of UP, Lucknow; a private businessman; the then Director General, Family Welfare; officers of UP Processing & Construction Cooperative Federation Ltd. (PACCFED) and other unknown persons. The allegations relate to upgradation of 89 district level hospitals of UP under NRHM for an amount of Rs.89 crores by PACCFED, a PSU of Govt. of UP. It was alleged that the said work was given to a Gajraula (UP) based private company which was a front company of accused private businessman on the strength of false & bogus documents, and by undue favours from the public servants & officials of PACCFED, in lieu of monetary considerations. Thus, a loss was caused to the Govt. of UP to the extent of Rs.25 Lakh per hospitals and corresponding gain to themselves.

 

            CBI had earlier registered five Preliminary Enquiries relating to alleged irregularities in the execution and implementation of National Rural Health Mission Funds in the State of UP since its inception in the year 2005-06 till November, 2011. On the directions of Lucknow Bench of Allahabad High Court passed vide order dated 15.11.2011. The NRHM funds to the tune of about Rs.9,000/- crores were allocated to the State of Uttar Pradesh for the said period by the Ministry of Health & Family Welfare, Govt. of India. On the basis of the findings in one of the five PEs, the said case was registered.

 

            The arrested accused is being produced in the Designated Court at Ghaziabad.

 

            Further investigation is continuing.
