CBI FILES A CHARGESHEET AGAINST THEN MINISTER(FAMILY WELFARE),GOVT OF UP AND THEN MLA OF UP IN CONNECTION WITH ALLEGED IRREGULARITIES IN THE IMPLEMENTATION OF NATIONAL RURAL HEALTH MISSION(NRHM) FUNDS IN UTTAR PRADESH

            The Central Bureau of Investigation has today filed a chargesheet against the then Minister (Family Welfare), Govt. of UP and his associate, the then MLA, UP U/s 120B r/w Section 409, 420, 468, 471 IPC and Section 13(2) r/w 13(1) (c) and 13(1) (d) of PC Act, 1988 in the court of Special Judge for CBI Cases, Ghaziabad.

 

            The CBI had earlier registered five Preliminary Enquiries relating to alleged irregularities in the execution and implementation of National Rural Health Mission(NRHM) funds in the State and UP since its inception in the year 2005-06 till November, 2011 on the directions of the Honíble Allahabad High Court, Lucknow Bench passed vide order 15.11.2011. On the basis of the findings in one of the five PEs, one Regular Case was registered on 02.01.2012 U/s 120-B r/w 420, 465, 468, 471 IPC and U/s 13(2) r/w 13(1) (d) of PC Act 1988 against the then GM, C&DS, a unit of UP Jal Nigam, UP; the then Project Manager, C&DS; the then Resident Engineer, C&DS; a representative of Ghaziabad-based private firm; one Ghaziabad-based firms; one Lucknow-based private firm; the then Minister for Family Welfare, UP and others. The matter pertained to upgradation of 134 district hospitals for an amount of Rs. 13.4 crores by C&DS, under NRHM. It was alleged that the said work was given to Ghaziabad-based & Lucknow-based private firms without following any codal formalities and on the basis of bogus/forged documents. An approximate loss of Rs. 5.46 crore was found to have been caused to the Government exchequer in the said case.

 

            Earlier a chargesheet in the instant case was filed on 03.04.2012 in the court of Special Judge for CBI Cases, Ghaziabad against the then GM, C&DS; the then MD of Ghaziabad based private firms and others.

 

            During the course of further investigation, it was established the then Minister (Family Welfare), Govt. of UP abused his official position and got the work allotted to Ghaziabad-based private firm in lieu of alleged monetary considerations. The money so received was allegedly invested in several firms/companies.

 

            Further investigation in the case continues.

 

            The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.
