CBI FILES A SUPPLEMENTARY CHARGESHEET AGAINST THEN PRINCIPAL SECRETARY AND THEN MINISTER, BOTH OF UTTAR PRADESH GOVERNMENT IN A CASE RELATING TO NRHM SCHEME

            The Central Bureau of Investigation has today filed a Supplementary Chargesheet in the Court of Special Judge, CBI Cases, Ghaziabad (Uttar Pradesh) against then Principal Secretary (a retired IAS officer) in the Government of Uttar Pradesh during the year 2009-2010 and then Minister in the Government of Uttar Pradesh, U/s 120B r/w Section 409, 420 of IPC and Section 13(2) r/w 13(1)(c) & 13(1)(d) of PC Act, 1988.

            The case relates to supply of 515 numbers of First Referral Unit (FRU) kits & 2050 nos. of Intra Uterine Device (IUD) kits worth Rs.31.59 crore (approx.). The Government of India launched National Rural Health Mission in 2005-2006 in various states all over India including Uttar Pradesh, for providing better medical facilities to all citizens and in particular to the poorer & vulnerable sections of the population. However, the said accused in connivance with the other accused already chargesheeted caused an alleged undue loss of Rs.21.20 crore (approx.) to exchequer and gain to themselves in the process of implementing NRHM scheme. The Supplementary Chargesheet filed comprises around seven thousand documents disclosing the modus operandi adopted by these accused to drain the NRHM funds. CBI had earlier filed a charge-sheet in this case on 25.02.2013 against five accused and further investigation U/s 173(8) Cr.PC was kept open to unravel larger conspiracy.

            After thorough investigation, a chargesheet was filed against the said accused persons. One more accused has not been chargesheeted, since he expired during further investigation.

            The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.
